MINNEAPOLIS — City of Minneapolis planners rejected a proposal for an 80-story downtown tower that would have been Minnesota’s tallest building.

Duval Development proposed the giant tower for the site of a parking lot on Nicollet Mall.

Reports said in a letter to the company, city planners questioned the experience of owner Alex Duval, the company’s operating performance and its ability to raise money. They also expressed uncertainty over the chosen housing developer and raised questions about the firm’s study of the local real estate market.

Duval says he knew planners wanted more information from his company and requested a meeting with them to provide it, but the city wouldn’t meet again.
