Council approves ZAP money

The Freeborn County Zero Adult Provider Program will continue for another year, thanks to a $4,000 allocation from Freeborn County and the city of Albert Lea.
At Monday's council meeting, Lt. Phil Bartusek of the Albert Lea Police Department asked for the city's financial support of the program after a $5,000 grant from the Minnesota Institute of Public Health ran out Oct. 31.
“The money would go toward paying the overtime used for bringing in off-duty police officers to address underage drinking,” said Bartusek, “so we can continue addressing underage drinking and make Freeborn County a safer place to live.”
The city and county will split the cost, each paying $2,000. Bartusek requested the assistance to cover overtime. The remainder of the original grant was used to cover educational materials and other supplies and equipment.
The city council voted unanimously to provide the money.
“I think it is great that the council voted to approve this,” said Bartusek. “It shows me they care about the youth in Albert Lea and Freeborn County.”
“The goals of the ZAP program were to see a 50-percent increase in underage drinking arrests and a 150-percent increase in adult provider arrests,” said Bartusek. “We've see a 34-percent increase in underage drinking arrests and a 600-percent increase in adult provider arrests from 2004 to 2005. We've received not only statewide recognition but national recognition for this project.”
