This special plaque was created in 1989 by Colleen Higgins of Rotterdam, The Netherlands, for the 50th wedding anniversary of her parents, Virginia and Bernard Higgins of Albert Lea. Their daughter’s interest in the nation also known as Holland came about when she was an exchange student. She is now employed as a translator in that European nation. This year her parent’s will be celebrating their 70th wedding anniversary in July.
