Wingo, I don't think we want to hire someone to gather up all of the goofy people and put them somewhere. Define "goofy", or "incompetent". Who will decide, how would we evaluate, and where would we put them? What's goofy to one person, is perfectly normal to another.
I think if you dig deep enough into any one person, you will be able to find "issues". I don't like this excuse either, and unless the person is completely brain damaged it shouldn't be allowed.
Hopefully this man will be standing trial. My sympathies to the woman and her family and friends.

$131.00 for fishing? That is stupid.

This is totally outrageous. In the photography world it is very normal to take candid shots in public settings. My camera is always with me and I have many shots of people I don't know.
Jake and wingo, a sex offender? or even against the law? What has this world come to? If it were against the law to take pictures of strangers then I think celeb's would be able to put a stop to the paparazzi - but it is legal, and there isn't anything they can do about it.
If the man was taking pictures of just one or two under age girls and following them around all day then there may be grounds for stalking. That would be suspicious, but the article didn't say that. It just says the girls felt nervous about him taking pictures. Did they ask him to stop?
This is just wrong.

It's amazing any of us survived our childhoods without the protection of the government! Now we will get fined $$ if we should happen to forget to strap a belt around us when we get into our cars ... but the motorcycle zooming by without a helmet is ok? Oh yes, I forgot ... he needs to feel the wind in his hair.
Take a close look at these laws, fees, and fines people. We are dangerously close to communism, if not already there.
I will be crossing Bridge and Main this afternoon ... I can only hope that a police officer will be there to hold my hand as I cross! <sarcasm>
I dread to think what the next ten years will bring.

And sometimes even the best drivers get into accidents. that's why they are called accidents. It seems that every time there is an accident reported, people like to jump on the "inexperienced on icy roads" bandwagon. This may be true in many cases, but to speculate on all is just .. really, kind of rude and insensitive to the driver that was injured.

Not only is this report deceiving, but it's insulting to many who have taken lesser paying jobs waiting for the economy to come back. Personally, I know several educated adults, with degrees, that are taking lower paying jobs trying to save their homes and to feed their families.
Wildbill is correct about unemployment. People are running out of time and unemployment ... now what? They are now jobless and soon to be homeless. A few friends have moved out of AL altogether.
Reports like this are giving false hope. We still need to focus on our failing and falling economy. Please don't sit back in your easy chair just yet. The economy is actually worse than it was. The state is just paying less for unemployment and foreclosed homes are being scooped up by dealers and landlords for a song.
