How about a rental and bait shop too?
Rent Bikes, bike trailers along with Canoes, Kayak's and small boats for fishing. Add Bait and a small fishing tackle shop.
Leave the food to all the establishments already in operation and paying taxes.
I list bait as I was in Albert Lea yesterday and could not find a single place out of 5-stops with live minnows for bait, found nightcrawlers but no minnows.
Pretty sad to have a City like Albert Lea with the Lake emphasis and no bait dealers apparent.
PS: Did not try WALLY World (Walmart) as I personally do not shop there and refuse too.

Technology and Advancements have to start somewhere and as the Technology evolves, it becomes available to everyone.
If you shut Google Voice down, you'll shut down &/or delay the future benefits for everyone. Did you have Internet before or after Minneapolis?
Did you have Telephone before or after St. Paul?
Can nobody be first to try something new and work out the bugs?
Can nobody be an Entrepreneur?
Personally Mr. Rukavina, you sound like a control freak and you are crying foul because someone else got something new and potentially useful first.
Let Free Enterprise be Free to Grow and Develop new technology and new jobs that will then provide a Tax Dollars to do the work the people want from the State of Minnesota.

Road Construction & Moving Traffic through the zone is a Balancing Act for the Designers and Construction Personnel.
Factors to consider:
Look at the Road Design and what the segment had for a Design Speed (Curves, Grades, Width of Lane and Shoulders, Pavement surface, Side Slopes and Roadside Obstacles, Directional Volume & Peak Hour Volumes). How do the construction operations interference with roadway traffic. How much does Driver Experience or Inexperience and familiarity or unfamiliarity with the roadway affect Speeds and reactions?
How much do we slow traffic down and/or how fast do we allow them to go?
Set the Speed Limit too slow and the vast majority will be speeding, set it too fast and you’ll be causing problems. Generally the approach is to set the Speed Limit at the Speed where 85% of the Traffic will be obeying the Speed Limit and Traffic moves freely and safely.
All the Signs & Laws in the World will not get everyone to follow them. Place too many Warning signs and people will begin to disregard them with Sign fatigue. We will always have a few people for whatever reason may see the signs warning of slow traffic and construction ahead. Yet it just does not click with some people no matter what you do to try and prevent an accident. This project (I-90) along with others (C.R. 16) in the area did not make this an ideal situation for anyone.
Would having set the Speed Limit slower (i.e.: 50mph or 45mph) made any difference?
Do you Obey ALL of the WORK ZONE Speed Limits?
The only real difference having the Speed Limit set for a WORK ZONE and set at 45mph made is for the Law Enforcement Authorities to have an easier time in charging someone with a Violation or Multiple Violations (Speeding [Basic Speed Law – Too Fast for Conditions & Failure to Maintain Control of your Vehicle], Work Zone Speeding, Inattentive Driving, etc.).
Please Slow Down and Pay Attention when you are driving, not only in Work Zones, but all of the Time. It is a SAD Fact that we in the USA Kill over 10-times more people on our Roads & Highways each year (average over 45,000 per year) than we’ve had Killed in 5-years of WAR in Afghanistan and Iraq.
Hopefully those involved in this latest accident will heal quickly.

According to this report page 11 / 39, Shoreline - 24 miles+/- right from the PCA. This makes sense as the shoreline is not a straight line, but serpentine zigzagging around.

Another consideration is the distance the sign would extend out from the building.
As North Broadway is a major street and I would assume it is on the State Aid System recieving State Aid funding, there may be other rules from Mn/DOT affecting how far a sign may extend into the Right Of Way.
Better make sure your City Engineer check this out.

As far a funding:
1. Limit Government involvement in all aspects so that the Owner’s may run it to make a Profit (Oh, Yes, Profit is not and should not be a dirty word).
a. Limit involvement to work for Highway access.
b. Lastly set a per person ticket/gate access Tax.
c. Let the Stadium Owners run everything inside, with No Rules on having Non-profit groups running concessions, etc.
2. The State & County shall be responsible for upgrading Highway/Freeway Access Ramps along with Roads access the Stadium parking Faculties.
3. The City shall be responsible for providing Water, Sewer and other Utilities to the site along with Storm Water management. The City along with the County and State Legislature create a special T.I.F. District to pay back the City and County Funded site access & utility improvements.
Let the Team Owners with a Private Stadium Partnership have total control and ownership and event scheduling rights at their facility.
The idea of this is to allow them to build a facility where they’re total control; they can make a profit through the use of their facility. By allowing this control and limiting Government intrusion should allow and encourage them to schedule the events and put a Team together to draw the attendance to self support the facility and make a profit.

A great location would be the Golden Triangle (Located between the triangle formed by I-494 on the South, T.H. 169 on the East, T.H. 212 on the Northwest) in Eden Prairie.
Reasoning:
1) Their home practice facility is located in the SE corner of this area.
2) Major Freeway access to all directions: I-494 to East [towards Bloomington & St.Paul with I-35] or North [towards I-394/T.H. 12 and to I-94 North] [recently rebuilt 6-lanes plus from Bloomington to Minnetonka], T.H. 169 to North & South, T.H. 212 [New Freeway] & Hwy 5 to West, T.H. 62 [Crosstown] to East.
3) Future Light Rail corridor traversing the location.
4) MSP Airport and Flying Cloud Airport.
5) Hundreds of Hotel facilities nearby.
6) Many Restaurants nearby.
7) Many Churches nearby to Pray for them.

How about if the County gave the Citizen/Tax Payers the real numbers, like a real self sustaining free enterprise tax to death business would have to keep operating?
What happens or where do the Salaries and Benefit costs of the Jail staff come from when you are only operating at 80% or maybe even say 50% capacity?
Give us the actual costs of the building, heating/air conditioning, maintenance, food, medical care, staff costs (Salary's and benefits paid), administration costs (Time, salary's and benefits) etc.
Is there real justification for building the jail and adjacent required facilities to the size that the County built them too?
Is the County truthfully making money on this deal or are the County Tax Paying getting soaked by the County Administration and I.C.E. in this contract?
