Morgan Scopas Kenyi, 26, of Rochester, was arrested at 11:23 p.m. Monday at 1030 S. Broadway Ave. for third-degree DWI, third-degree test refusal, driving after revocation and obstruction of justice, according to reports. Kenyi had a blood alcohol level of .08 or more, reports state. He was brought to detox, according to reports, because he was too intoxicated for jail.
