Are you getting all your mail?

It has come to my attention that more than one person living in an Housing and Redevelopment Authority building has had the same problem I have. I wasn’t receiving all my mail. Some of it was being intercepted and sent back, sometimes without my notice.
Federal mail laws state: “The Postal Inspection Service upholds federal statutes aimed at securing customers’ mail, including those related to the desertion, obstruction, delay or destruction of mail. Postal Inspectors demonstrate their resolve by implementing mail security processes to ensure that customers receive their mail intact and free from outside interference.”
HRA has told its mail carrier to give it any mail not addressed to the tenant. It is clearly a violation of the obstruction law. The only person that has the right to return mail or state “Not at this address” is you. Make sure your mail carrier and post office is sending all the mail for your address to you.
