DULUTH — The Duluth school superintendent has resigned following a more than two-week investigation.

The board voted Friday night to accept I.V. Foster’s resignation by a 5-2 vote. The board referred to Foster’s resignation as a “separation agreement.”

Foster was not present at the closed meeting.

The board had placed Foster on administrative leave Dec. 19. The board had been investigating Foster but would not say if it was because he was working without a license required for the job.

Executive Director Stan Mack of the Minnesota Board of School Administrators says Foster has filed some, but not all, of the paperwork needed for the application. He does have a valid license in Illinois, where he was a superintendent before coming to Duluth last July.
