House Democrats sketch outline of own budget

ST. PAUL — The first concrete signs of where legislative Democrats line up with or depart from Gov. Mark Dayton on the budget are about to emerge.
Majority House Democrats were due today to release the outline that will guide their budget setting. It is likely to include subtle differences with a plan produced by the Democratic governor.
The framework, known around the Capitol as budget targets, detail how much money the House plans to put into each major program category — from education to economic development. The specific details will get filled in over the next month.
Legislative Democrats say they generally agree with Dayton’s emphasis on education and his call for more tax revenue. But the House leadership wants to move faster than Dayton on repaying IOUs to public schools.
