Council to have second reading of ordinance

The Albert Lea City Council will have a second reading Monday of an ordinance that could reorganize the city’s management structure.
The ordinance passed the first reading in a 4-3 vote two weeks ago.
City Manager Chad Adams encouraged residents to come to the meeting, which begins at 7 p.m., to express their views.
The proposal recommends splitting up the services and responsibilities of the Parks and Recreation Department under other departments and eliminating Parks and Recreation Director Jay Hutchison’s position. Adams emphasized that park services would not be eliminated.
“If anything, they are going to be more stable and stronger in the future, just under a different function,” he said.
Other departments, including the library, human resources and finance departments, would report to the assistant city manager instead of the city manager. The directors of these departments would become managers, and a new assistant public works director would be added under Public Works Director and City Engineer Steven Jahnke to allow added responsibilities for that department.
Adams said the council had an extensive discussion about the issue during its Thursday workshop, where he said there were many questions asked.
He said after the reorganization is implemented for about 10 years, he would estimate there to be an annual savings of $120,000. The savings would come after the retirement of the people presently working as the library and human resources director, among others. When they retire, their replacements would be hired at a management pay instead of a director pay.
He said he has some other benchmarks he plans to use to gauge the changes that he will talk about during the Monday meeting.
