Just a message to the officials in the city of Hayward,

I’ve been a devoted fireman, citizen and a retired serviceman in Hayward for 68 years.

A couple of months ago I lost my water bill or it got mislaid.

Two days after the due date, I received a bill fining me a $25 fee for late payment.

My concern is not about the $2-plus a day for water. I think it’s quite unfair for a 89-year-old senior citizen to be charged this.

As of now I am paying $5 a month out of my retirement finances for my fine.
