Council gives nod to $3.5M bond sale

The Albert Lea City Council awarded the sale of $3.51 million in general obligation improvement bonds Monday for major city street projects slated for this year.
The bonds are for the reconstruction of Park Avenue, Grace Street, Mariners Lane and Harriet Lane, the 2016 neighborhood improvement project, Lake Chapeau Drive improvement project and Edgewater Drive and parking lot reconstruction project.
Approval was made after Rebecca Kurtz — senior municipal adviser and vice president at public accounting firm Ehlers — presented the bid results to the council.
Lake Chapeau Drive reconstruction goes from Freeborn County Road 46 to past City Arena. The project needs to be completed by Aug. 19.
Albert Lea-based contractor Ulland Brothers was awarded the bid for the project in April for about $317,000.
Park Avenue reconstruction needs to be finished by the end of October.

Edgewater Drive reconstruction runs from Lakeview Boulevard through Edgewater Park, including the parking lots. The project needs to be completed by the end of October.

Albert Lea City Engineer Steven Jahnke said the three projects involve roads that have reached the end of their lifespan.
The 2016 neighborhood improvement project includes the bituminous overlay, along with various curb, gutter and sidewalk replacement on:
• James Avenue from Second Street to Frank Avenue
• Third Street from Newton Avenue to Frank Hall Drive
• Newton Avenue from Fourth Street to Seventh Street
• Sixth Street from James Avenue to Frank Hall Drive
• Second Street from Broadway Avenue to Frank Hall Drive
• Fourth Street from Frank Avenue to Frank Hall Drive.
• Frank Hall Drive from Fifth Street to Seventh Street
• St. John Avenue from Fourth Street to Seventh Street
• Curb and gutter replacement replacement for Third Street, Fourth Street, Sixth Street and St. John Avenue
The project needs to be completed by Aug. 19.

Jahnke said the project helps keep the roads in drivable condition.
The funds will be available in August.
In other news, the council:
• Received a $130,511 donation from Shell Rock River Watershed District for the Northaire Industrial Park regional stormwater pond and flood mitigation project.
• Approved a $1,980 donation from the Kennel Club of Freeborn County to pay for electrical expense and a $10 cash donation for Senior Center activities.
• Approved Small Cities Development program grant policies and procedures.
• Approved amendments to a business subsidy agreement with Bridon Cordage.
• Amended a comprehensive plan to create a closed landfill restricted land use district and designating the property of the closed landfill as CLR.
