Why would less populated states support change?

The statement that Clinton won the popular vote is one often heard about this election; it was not a race to win the popular vote, it was a race to win the Electoral College.

If it were a popular vote election, both candidates would have spent money in all states, but neither did because they each knew which states electoral votes were up for grabs.

Many conservatives in California and New York do not bother to vote because they know their votes will not change the election results for their states. It would take a constitutional amendment to change to popular vote system.
