Norman’s lawyer requests to impeach Moen as a witness

Former Albert Lea City Manager Jim Norman’s lawyer is seeking to impeach former Albert Lea Finance Director Rhonda Moen as a witness in the case against her client.
Peggy Rockow of Albert Lea said she was motioning to do so because she states Moen has a bias toward Norman. This directly affects her credibility as a witness, she said.
“She picks and chooses who she wants to report,” Rockow said. “She’s the one who determines what’s an authorized use.”
As finance director, Moen was the first person to discover the alleged improper charges by Norman on the city-issued credit card.
The motion came right before lunch Thursday in Norman’s jury trial.
The jury and Moen were taken out of the courtroom for the lawyers to argue their sides.
Chief Deputy Waseca County Attorney Brenda Miller said she does not think Rockow has shown that Moen had a bias.
Miller said Moen followed the directives of the city in determining what were appropriate and inappropriate charges.
The judge is expected to rule on the issue after lunch.
