Council OKs budget for Port Authority

The Albert Lea City Council on Monday approved the 2012 Albert Lea Port Authority budget, which includes a balance of about $18,000 after looking at revenues and expenses in both its general and real estate funds.
Dan Dorman, executive director of the Albert Lea Economic Development Agency, an umbrella term for local economic development agencies among which is the Port Authority, said the Port Authority’s general fund revenue is estimated at $11,500 and its real estate revenue is estimated at about $684,000, for a total of about $695,000 in revenue.
Dorman said regarding expenses, there is an estimated $126,000 in general fund expenses, and there’s about $551,000 in real estate fund expenses, totaling to be about $677,000 in overall expenses.
The rental payments make up a majority of the revenue in the real estate fund, while depreciation and real estate tax payments make up a majority of the expenses in this fund.
The council approves the Port Authority budget every year.
In other action, the City Council:
• Had the first reading of three ordinance amendments.
The first would regulate dangerous dogs to include a section in the ordinance to inform the owners of a dangerous dog about their right to a hearing to determine the status of their dog.
The second amendment would take away the right to have a conditional-use permit for non-domestic animals within city limits.
• Awarded Visu-Sewer the contract for the sanitary sewer sliplining project on Third Avenue, from Main Street to Clark Street. Visu-Sewer was the only bid for received for the project for about $53,000.
The engineer’s estimate was about $56,000.
• Approved an amended agreement for services with Mead & Hunt for the Albert Lea Airport project.
The amendment adds two task orders — one for the construction engineering services to convert the runway to a taxiway and the second for the closeout paperwork to acquire the land necessary for the approach lighting system.
• Approved two sets of miscellaneous assessments, including assessments for refuse removal, demolition costs, delinquent water and sewer, mowing and snow removal.
One woman, who approached the council during the meeting expressing a hardship in paying for her assessment, will meet with city staff to discuss her situation.
• Approved a three-year hotel inspection agreement with the state.
The agreement authorizes the city to inspect Albert Lea hotels for the state.
• Approved a request to use Snyder Field and Katherine Island Sept. 10 and 11 for the fifth annual Ryan “Pie” Truesdell Memorial Sports Weekend.
Events planned include volleyball, softball, a beanbag tournament and a homerun derby at Snyder Field. A golf tournament is planned at Green Lea Golf Course and a fishing contest is scheduled for Katherine Island.
• Issued a burn permit to Green Lea Golf Course.
