We know the state cuts to cities have put City Hall in a pinch, but just exactly how tight are the times? The city had homeowners in the entire South Margaretha Avenue neighborhood pay assessments to repave their streets, but the city itself couldn’t pony up a nickel or two in the construction contract to plop down some leftover asphalt for the parking lot at Sondegaard Park, the neighborhood’s only playspace.
