Predatory offender is missing

A high-risk predatory offender living in London has reportedly gone missing, according to officials.

Freeborn County Sheriff Bob Kindler said Brooks Daniel Fisher, a Level 3 offender, went missing about two weeks ago. Finding him has been a focus of a fugitive task force that operates under the Minnesota Department of Corrections.

Kindler said the day after Fisher went missing, officials believed they had traced him to Pennsylvania.

That was a large part of why more notification wasn’t released to the local community initially, he said.

Word about Fisher was briefly discussed a community notification meeting in Albert Lea Thursday evening set up to discuss the release of another high-risk offender moving back to Albert Lea. Very few details were given.

Fisher was living on 903rd Avenue in London, which has a rural Glenville postal address. He was under intensive supervision by the Department of Corrections.

In 1993, Fisher was convicted of first-degree criminal sexual conduct with an adult woman, including penetration, involving a dangerous weapon in Stearns County. He reportedly used force and brandished a gun to gain compliance during the commission of the act, which was also an armed robbery.

The victim did not know Fisher prior to the incident.

Fisher also committed an armed robbery at a separate business and held employees there against their will at gunpoint.

He was sentenced to 27 years in prison, but was released after serving two-thirds of his sentence.
