Why can’t charges be filed on Moen?

I am happy to announce that the mayor of Albert Lea has finally answered the all important questions of why former City Manager Jim Norman was charged with theft and former Finance Director Rhonda Moen wasn’t.

If you attended, watched or listened to the City Council meeting last week, I presented myself for an answer to that question.

The answer was exactly what I expected to hear. If you’re interested in hearing the response, check the local government channel for a repeat of the meeting. Is there really no way for a “victim” to drop charges against someone? Can you not file charges on someone who may have left your employment but did commit the act while an employee? Those are questions I would like an attorney to answer because those are the excuses given by the mayor.
