ST. PAUL — Gov. Mark Dayton is hitting the road to promote his income tax hike on the wealthy and spending proposals.

Dayton holds a town hall meeting today in Duluth. It’s the first of what his office calls “Meetings with Mark” around the state, as the Democratic governor touts a budget plan that raises money by boosting income taxes on top earners in exchange for funding increases for public schools, colleges, job creation and other programs.

Even as Dayton sells his plan, lawmakers are working on it at the Capitol. On Wednesday, Senate Democrats plan to release a budget framework indicating how much they will spend on various programs. House Democrats released a similar framework on Tuesday.
