Report: Wells admin failed to attend meetings

WELLS — Failing to attend scheduled meetings and providing false information were two of the reasons the Wells City Council last month voted to fire its administrator, according to a written complaint by two of its members.
The complaint, signed by Councilor Ann Schuster and Mayor Ron Gaines, was dated March 25. It contained three areas Administrator Steve Bloom reportedly failed to adequately perform his job.
Bloom had been on the job six months when the council voted to terminate him.
The complaint states Bloom in March failed to attend a meeting about the new United South Central school between school officials, city officials and engineering staff, and also in February failed to attend a scheduled Housing and Redevelopment Authority meeting even after notifying city employees he would be there.
The complaint states Bloom failed to complete mandated reports on behalf of the city in a timely and professional manner, including a certification of police and fire state aid report, a report of outstanding indebtedness for 2012 and a report of all Wells Planning and Zoning Committee actions over the past two years.
He also reportedly did not turn in portions of the city budget by March and did not communicate counter-proposals during union negotiations.
According to the statement, Bloom on March 11 stated he had met with the city public utilities director to discuss the new school development plan and stated there had not been any issues with the plan.
On March 12, a council member learned Bloom had not met with the director.
He also reportedly stated he had completed the budget, though he had not done so.
Bloom was a probationary employee after being offered the job in September.
He had an annual salary of $60,000.
He had nearly 25 years of experience in city and county government prior to his employment in Wells. He also worked six years in education as a teacher.
At the time he was hired, he said he liked open communication and being a team leader, according to the Faribault County Register. He described himself as a person who “leads by example” and who does not manage like a dictator.
City Attorney David Frundt of Frundt & Johnson in Blue Earth said the council has not yet begun to look for a new administrator.
