DULUTH — The city of Duluth is in court to try to convince a judge that a downtown store is a public nuisance because it doesn’t have a license to sell synthetic drugs.

The city is trying to shut down the Last Place on Earth for one year. Law enforcement officials and a neighboring business owner testified Monday in State District Court that the shop has negatively affected the area.
