DULUTH — A federal judge has ordered the Fond du Lac Band of Lake Superior Chippewa to make more than $10 million in casino revenue back payments to the city of Duluth.

The ruling covers the period between late 2009, when the band stopped making payments to the city, and April 2011. The band began sharing its revenue from the Fond-du-Luth Casino in 1986. Duluth received about $6 million a year in casino payments and used it to rebuild city streets.

U.S. District Judge Susan Nelson noted in her ruling that the band has profited more than $20 million since it stopped paying the city, while receiving city services for free.
