I happened to hear the Albert Lea City Council meeting on the radio and someone was complaining about smoking outside the arena. Now, unless everyone walked and skateboarded or rode their bikes to the games, carbon monoxide already has been emitted in the area.

The gamblers have their casinos. The alcoholics have their bars. That leaves the smokers somewhere to relieve their needs. I doubt the pollution cause is intentional, unlike the polluters who feel that the answer to pollution is dilution as rerouted sewage.

The real answer is to throw any kid out of school who starts smoking. He or she is too stupid to be educated. They are more likely the ones who could be entertained by watching someone chase some object back and forth for an hour or so.
