Why did council allow loud music?

Last Saturday I and many of my neighbors and people further out on East Main Street were subjected to loud music until almost midnight because the Albert Lea City Council allowed a local bar to have a street dance.
Did they not set down rules that if the noise got too loud that they could be told to turn it down or stop? At almost 11:30 p.m. I finally called the Albert Lea Police Department and was told to talk to the City Council because it allowed this to go on. I live on the north side and should not feel like the bar is a block away.
The music was too loud and the police should have been able to tell them to turn it down so that the whole town didn’t have to listen. After all, if I had wanted to attend, I would have gone downtown to attend. Next time, come up with some better policies or stop allowing this nonsense. It was finally stopped close to midnight. Whatever happened to quiet hours?
