What is going on in this city? After my last letter, noting the assistant city manager was shown on the city website listed as a department head, now the site has been changed to note senior management,  but now the city clerk has been removed from the site.

The city clerk is noted in the City Charter section 6.04, and is an officer of the city, reporting to the city manager.

How can this position now be removed from senior management, or department head, designation?

Was the charter changed overnight? When was the vote? What was the vote? What is going on in this city?
