Driver killed by officer identified

FRIDLEY — Authorities have identified the driver shot and killed by a Lino Lakes police officer in Fridley over the weekend.
The Minnesota Bureau of Criminal Apprehension said Sgt. William Owens was dragged down Interstate 694 after he tried arresting 31-year-old Sam Holmes of New Brighton for outstanding warrants and suspicion of drunken driving Friday night.
Investigators said the two struggled and Owens tried to use his Taser. Holmes got back in his car and drove away, dragging Owens. The officer shot the driver and fell onto the interstate. The vehicle went through a fence and came to rest in a grocery store parking lot.
Owens was treated for his injuries and released from the hospital. He’s a nine-year veteran of the Lino Lakes Police Department.
