City Engineer Steven Jahnke said at an Albert Lea City Council meeting in July 2015 that the reconstruction of Fifth Street and Virginia Place would begin around Aug. 1, 2015, and be completed by Nov.1, 2015. Jahnke said the contractor would want to get in and get out by Nov. 1 because they are required to be done at this time.

As of July 1, there is no curb and gutter or sidewalk installed on Fifth Street or Virginia Place. This is 11 months since this project was to begin. These streets continue to be nothing but gravel roads without any storm drains.

Why does the city of Albert Lea fail to follow through with their stated timelines?
