Why are signs so controversial?

I fail to understand why a City Council member like George Marin would talk about process and teaching bicycle-rider responsibility as an alternative or even as another hoop that advocates need to clear before the city installs permanent stop signs at an intersection where a child was killed in July. Why is installing signs such a controversial step for the city to take? Where are drivers on Frank Hall going that is so urgent that they can’t slow down and arrive a half minute later? Sometimes the wisest thing to do is the simplest one. Just put up the signs.
