Why do laws differ for some?

Got fined $185 for little piece of paper out window — littering? Person texting on phone hits person getting mail, kills him, gets probation. Another person in a car accident got 30 days in jail, no alcohol.
Somebody else works hard, has two or three drinks, heads home and another person runs red light the one had a drink going to prison. Different laws — how come?
That means because you didn’t have a drink but you kill — you are safer?
This happened to me March 2011 southbound Minnesota Highway 13 in the west end of Albert Lea where stop lights are at Highway 13 and U.S. Highway 69. I was going through the green light. A south car was coming from the west and ran a red light with a little girl in the backseat of his car. We hit — both vehicles were totaled out. He did not get a ticket. Weather temp was about 50 degrees. Road perfectly dry, sun out, and it was a nice day.
Different laws, why?
