Council calls for public hearing for street projects slated to take place this summer

More than a dozen stretches of Albert Lea roadways will be repaired this summer.

The Albert Lea City Council unanimously accepted the feasibility report and called for a public hearing on Monday for the 2017 neighborhood improvement project and East Main Street frontage road and landfill road reconstruction project.

The proposed project includes the bituminous overlay, bituminous reclamation, reconstruction, miscellaneous and total curb replacement and miscellaneous sidewalk replacement on:

• Quisley Street from Hale Drive to Crystal Drive

• Crystal Drive from Richway Drive to Quisley Street

• Lancaster Lane from Eastgate Road to Allan Drive

• Garfield Avenue from Allan Drive to Richway Drive

• Troy Road from Bridge Avenue to Glenview Drive

• Airport Road from Hi Tech Avenue to Bridge Avenue

• Westron Street from Hi Tech Avenue to Bridge Avenue

• Keystone Drive from Richway Drive to Quisley Street

• Allan Drive from Lancaster Lane to Garfield Avenue

• Portland Avenue from Richway Drive to Allan Drive

• Eastgate Road from Bridge Avenue to Garfield Avenue

• Glenview Drive from Troy Road to the south end

• Hale Drive from Keystone Drive to Quisley Street

• Sykes Street from Hi Tech Avenue to Bridge Avenue

• Hi Tech Avenue from Airport Road to Sykes Street

The access road to the transfer station and demolition landfill is planned for reconstruction. Work is also planned on East Main Street service roads north of East Main Street from Fenton Avenue to the west end and north of East Main Street from Morningside Road to Prospect Avenue.

The frontage road project is needed, said 3rd Ward Councilor Jason Howland.

“It’s pretty rough,” he said. “I’m sure the businesses in that area will really appreciate that once that project is completed.”

Albert Lea City Manager Chad Adams said the bituminous surface and curb and gutter on the service road north of East Main Street from Morningside Road to Prospect Avenue is in poor condition and needs to be replaced.

“This roadway was constructed between 1963 and 1973 and has not been overlaid,” he said. This project proposes to remove and replace the bituminous surface, aggregate base and curb and gutter.”

Adams said the access road to the transfer station and demolition landfill is also in poor condition and needs to be reconstructed.

The project is expected to cost $1.42 million and will be paid for with assessments, city funds, sanitary sewer funds and solid waste funds.

The interest rate will be based on bonding.

“The bituminous surface on Hale Drive from Keystone Drive to Quisley Street is in poor condition and is too far deteriorated for a mill and overlay to be effective,” Adams said. “Engineering is proposing to remove the bituminous surface and aggregate base, replace only miscellaneous settled or damaged curb and gutter and install a new aggregate base and bituminous surface.”

Adams said the average age of the streets is 36 years, and approximately half of the streets have been overlaid. The city hopes to extend the life of the roadways until they are 75 years old.

In other action, the council:

Oversaw the promotion of Dennis Glassel to captain with the Albert Lea Fire Department. Glassel has been with the department for 15 years, including 10 as a lieutenant. Matt Levorson was pinned as the newest firefighter with the department, and Bart Berven was recognized as a newly-appointed lieutenant.

• Authorized the purchase of a replacement fire tender apparatus to carry large amounts of water to places where there are water supply issues. 

• Accepted a $95 donation to the city of Albert Lea for Senior Center programs and activities.

• Accepted the bid for the 2017-2021 Albert Lea Municipal Airport cropland lease at $135 per acre.

Indicated its approval of the Shell Rock River Watershed District’s request for an extension of its half-percent sales tax for either 15 years or until $15 million has been collected.
