More charges could be filed

A high-risk Albert Lea predatory offender who was apprehended Thursday in St. Paul was charged with a felony registration violation Friday in Freeborn County District Court.

Jabar Pedro Morarend, 45, is charged with one count of a predatory offender registration violation. His first appearance on the charge was Monday, after he was arrested Thursday in St. Paul following the issuance of a warrant late last month.

Court documents state Morarend, a Level 3 offender, was charged after an employee of the Freeborn County jail reported on June 22 that Morarend had been released from custody that day and there was no one at the jail that could change his address from the detention center to his current address.

Before Morarend was arrested Thursday, he had multiple warrants out of Freeborn County and had not updated his address for registration purposes since his release from jail.

Prior to Monday, Morarend reportedly last verified his address on June 8 as 1606 Frank Hall Drive, but a family member allegedly said he had not been in the house and was not welcome to stay there. Morarend allegedly last came to the house after he was released from jail to get some items and had not returned since.

Morarend was taken into custody Thursday by St. Paul police on Sherburne Avenue after he was charged with fleeing a peace officer in a motor vehicle in April in connection with a short vehicle chase that ended near Halverson Elementary School.
