In accordance with a proclamation issued by President Donald Trump, Gov. Mark Dayton has directed all U.S. and Minnesota flags to be flown at half-staff until sunset Saturday as a mark of respect for the victims of the mass shooting at Borderline Bar and Grill in Thousand Oaks, California.
